Tips:

Find the Hazmat Officer and 'E' him to receive the mission. He is located in Gotham East End.

Go to the designated area and find the missing workers. They will have a couple of Goons attacking them.

Defeat the Goons and then help the Hazmat Officer by standing next to him and pressing 'E'.
