You must complete the St. Patrick's Day Mission A Fool And His Gold first before you are given this mission. It can be completed each day during the event. All you need to do is follow the waypoints to the spots and then speak to Mr. Myxzptlk at each spot. The first is at the Superman Statue.

The second is at the Daily Planet.

The third is at the Metropolis City Hall.

And the last is at the Metropolis Museum of Art.
