Tips:

Find Hazmat Bogue and 'E' him to receive the mission. He is located in Gotham East End.

Go to the designated area and find the missing workers. You will be under the influence of Scarecrow's gas and the Hazmat workers will look like Hallucinations to you.

Knock the Hallucinations around a couple of times and they will reveal themselves as either a Scarecrow Henchmen or a Hazmat Worker. Find the workers and help 10 of them by standing next to them and pressing 'E'.
